Questions

Do you bill customers for phone calling?

Per seat, per minute, or bundled into a plan that includes calling.

Is your company's name on the customer's invoice for voice service?

Rather than the name of the platform or carrier behind you.

Can your customers call, or be called from, ordinary phone numbers?

Calls that reach the public telephone network.

Do you assign telephone numbers to customers, or port numbers for them?

Do your customers place outbound calls through your service?

Include AI agents and auto-attendants that dial out.

Do other phone companies send you calls to carry or deliver?

You act as a carrier for other carriers.

Do you accept calls from outside the United States for delivery to U.S. numbers?

Do you sign calls with STIR/SHAKEN using a certificate issued to your own company?

Answer No if your platform or carrier signs for you, or if you are not sure.

How to read the result

It is a screen, not a ruling.

What decides it

  • Your role in the path each call takes, not what your company calls itself.
  • Whether your service furnishes calling that uses North American Numbering Plan numbers.
  • Whose name is on the customer's bill. A reseller with no network of its own can still be the provider.

What to do next

  • Search for your company in the FCC's public database. If you are listed, check the date it was last recertified.
  • Ask your platform in writing which legal entity appears on the filings for your customers' traffic.
  • Put the 2027 deadlines on your calendar, or ask us to read your filing.
